WAF modifications

This page is supposed to be an overview of the changes we have made to waf.

• Based on waf 1.2
  • xmms2-devel.git: Obvious typo. (bug in python tool)
  • xmms2-devel.git: Restore LIBPATH_uselib to previous value when library_configurator fails.
  • xmms2-devel.git: Add new perl tool
  • xmms2-devel.git: Fix perl tool to give correct CFLAGS when compiling extensions
  • xmms2-devel.git: g++ tool wants CXXFLAGS, not CCFLAGS
